#233 memoserv notices

when receiving a message from someone in memoserv i
receive a notice, but perhaps it should say use /msg
authserv list to read. and then in the list notice have
it say use /msg authserv read #, # being memo ID of course.

Also after reading, at the end of the message have, use
/msg authserv delete # to delete this message.

I've also noticed that some commands like set notify,
set private, and authnotify don't really work, but are
in /authserv help commands after enabling MemoServ and
binding everything...

set issues being, they aren't valid account settings.
(perhaps should be included to oset as well?)

There is no ability to block messages from a user or
account, since it is so easy to register a new user or
account and evade such a ban.
