#206 HelpServ SUSPEND command

The ability to remove HelpServ from help channels, and
re-add it with it's previous settings would be
advantageous.

If you had a help channel where you wanted to remove
HelpServ for a period of time, you could do so via the
command "SUSPEND".

This will be a little tricky: Probably the right thing to do
is to have the helpserv bot quit and not come back until the
suspension is lifted. That will make a lot of other checks
more complicated.
