#190 Range for MemoServ's read/del commands

I was wondering if it's possible to specify a range of ID's
for the read and del command. For example, /memoserv
read 1-5 would let the user read all memos (1 through
5). Same would apply for the del command.

For this command to work, we might first have to
implement statis memo ID's. Please read

Actually, this would probably be easier implemented using
the current ID numbering, not with "static IDs" ;)
