#221 Ban duration doesnt change if you TB a excisting addban.

Situation:

!addban *!*@Host.* <reason>
!tb *!*@Host.* 1w2d <reason>

Ban duration stays on permanent, but the reason changes.

Tested on v1.4.0 latest git.

I wouldn't change that. addban > timeban
Why should a timed ban overwrite a permanent ban?
I can't see any situation where this would make sense so I'd keep this.
