#393 1.5-CVS: Workarround for rowOver without JS-support

Some features in Squirrelmail 1.5 are currently based
on JavaScript, but a lot of clients don't have
JavaScript enabled or only for a limited set of sites.
CSS also has support for some features. In this patch
the stylesheet and templare are modified for the
default template as an example how this can be done and
is supported currently by the major browsers.

If the template file isn't patched, then you can use
rowOver by JavaScript and when JavaScript is disabled
the CSS takes over.
