#338 Makes Squirrelmail Lite options toggled by config option

This patch makes most Squirrelmail Lite options (which
make displaying on PDAs like the Treo 600 better by
removing folder frame and a few other changes)
toggleable with the "$lite_mode" option in config.php.
Having a config file option seems better for sites
which want lite mode than applying patches.
