that being said, if one were to create a user acount set all preferences =
the way they would like everyone to initially see things look. and then =
simply rename/copy the users prefs file to default_pref that would then =
set following users prefs that way?

Yes, edit the default_pref file in the data/ directory. When new
users login, they will assume those preferences as default, and they
can change from there.

Yes, only if the user has never logged into SquirrelMail before,
otherwise it'll just continue to use their prefs file.
