First off, I'd subscribe to the plugins mailing list and ask
there, since that's what it's for. :)
Second, I'd discuss what the plugin is for, how it works, and
offer it for download from my own site first, so people can
download it, use it, and test it before putting it in our
official plugin repository.
Third, if I got no response on the plugins list (HIGHLY unlikely),
I'd check the FAQ and find out who the leads are for each list and
area of SquirrelMail development
and see that Simon Dick might be a good person to start with *if*
the above methods didn't achieve your desired result.
