I have had this many many many times with the compose form. I found that sometimes Netscape doesn't like ENCTYPE="multipart/form-data". Try changing the form tag to remove that (if it's in there) and see if that helps. I have never gotten around that problem in compose, because when I remove it, I can't upload attachments, but with it in there, Netscape doesn't respond -- exactly like you described.
