German translation was updated in November. Yet it still has 113 fuzzy (unclear/questionable) and 232 untranslated strings. Before you start translating this file you need to update it. in squirrelmail's po directory you can find mergepo script that updates locale. just run './mergepo de_DE' in this directory. then translate strings in locale/de_DE/LC_MESSAGES/squirrelmail.po and run './compilepo de_DE' in po directory. If you change and recompile locale, you may need to restart webserver.
