[SM-PLUGINS] Update of the unsafe_image_rules plugin for 1.5.x

I have recently make appropriate changes to the unsafe_image_rules 
plugin to allow it to function with Squirrelmail 1.5.x.

How do I get this to you in order to help others who may be missing this 
plugin in 1.5?
