It looks like the filters plugin is no longer maintained and is no longer compatible with later PHP core releases. My PHP skills were not where near able to fix it, so I gave up. Our users now have to use https://github.com/thsmi/sieve/ They have it configured as both a Thunderbird plugin and a standalone application. We were only using squirrelmail as an 'emergency' access to emails and to set up vacation filters with the sieve filter plugin. Now the sieve filter plugin no longer works.
