Yes, your config seems to indicate SUID, but the error message is only located in a code path for PHP. Grep your source code and take a look for yourself just to be sure. Either way, you can test by setting the file/directory you're working in to have 777 permissions (of course, never leave it like that and note that sometimes directories *above* the one you're in can be permissioned so as to block access to where you're working). Overall, it might be better to use the version that talks to managesieve as mentioned in my last message.
