[SM-I18N] Croatian characters in subject - problem

Hello,

I have a weird problem with squirrel mail version 1.4.23 [SVN].
When there are croatian characters in Subject of mail message, subject is not displayed.
Menues are displayed perfectly, and so are the messages.
You can see it in the following picture:

Linux  version is Debian 7.8 (64 bit).

Parameters set in config.php:

$squirrelmail_default_language = 'hr_HR';
$default_charset       = 'iso-8859-1';
$lossy_encoding        = false;

Subjects are displayed properly when mails are red with outlook or thunderbird.

Please suggest what to do to fix it.
