The Server Settings Backend plugin doesn't need to be enabled (and is what has the SUID wrapper). Server Settings is a plugin that presents an interface in SquirrelMail and uses the Server Settings Backend API. It must be enabled. There are many examples in its configuration files, including some for presenting a vacation interface.
