#559 Support for POP mail servers

I think it could be useful for some implementations of squirrelmail to add support for local POP mail servers. I realise the POP protocol's intended use is simply to transport mail from the server to a mail reader, but this can be implemented by retaining mail on the server. This could be a useful feature to users of POP mail systems which then gives the option of web access.
