#481 Store default preference in mysql instead of in db_pref.php

It would be nice if the default preferences were stored
in the userprefs table instead of as an array in
db_pref.php.

I have attached a patch against version 1.4.6 that will
do just this.... When populating the $prefs_cache I
just search through the userprefs table for user="default"

The normal populating of the $prefs_cache over writes
any default values that have been set by a user.

    If you do that, you can't have user called 'default'.

    If you want to add default configuration in db based setups
    and don't want to modify SquirrelMail scripts, check
    forced_prefs plugin.
