#1866 [CVS] MOTD translates quotes into entities for HTML also

When inserting anything into the MOTD, quotes are
translated into quot;-entities.

this is fine unless you want to have some HMTL that is
using quotes such as <a href="whatever">whatever</a>

there should be an option to enable HTML or at least to
switch to HTML when the first letter in the MOTD is a <.

Or better, if possible, detect HTML contents
automatically.
