Because you're using the wrong installer. Thats a special one to work around
some problems with Windows 95/98. Having said that it should work on Linux
anyhow. The release notes tell you which file to download.

That installer has worked for me on both Windows NT and Debian Unstable so
it should be okay. Make sure that you've spelt the jar file name correctly
and that you are authorised to the directory that it is in. If neither of
those are the problem then the file may have been corrupted during the
download so try downloading it again.
