Sorry, I can't reproduce your problem on my MYSQL 8.0.17 DB using the 
JDBC driver version mysql-connector-java-8.0.15.

Completion works no matter if the MySQL-Plugin is installed or not.

Could you check if error logs appear when you hit Ctrl-Space. If so 
please post them.
