I guess you are thinking of the DBDiff Plugin. This plugin allows to 
compare structures of tables but not data.

Nonetheless there are functions that might be helpful to compare data, 
e.g. CSV or Excel export, script generation or copying tables using the 
DBCopy Plugin.
