Squirrel is an *enormously* heavy-weight tool to do this. There are simple
command-line query clients provided by most database vendors that would
probably be a better solution.
Is there some reason that only Squirrel would fit the bill?

Sendmail's available on Windows. At the very least, check out Cygwin.
