Yes, there is. See menu File --> Global Preferences --> Tab: Oracle.
By the way all these loading things are in development at the moment. I'm in
contact with somebody who has quite a big Oracle database and has considerable
startup performance problems. Some more changes will be done to solve these kind
of problems.
