Try the following:

(1) open a command prompt window
(2) run: cd "\Program Files\squirrel-sql-3.1"
(3) run: cmd
(4) run: squirrel-sql.bat

This should leave any error messages visible in the command prompt window. 
If so, please post to the list everything after step 4.
