#887 Cyrillic / encoding support in tool

I try to insert in db Cyrillic characters from tool, but in db stored as '???????'
Pls, see my screenshots ... I think that this is encoding problem ...
Table collation is : 'utf8_general_ci'. The same problem I too when collation is 'cp1251'
