#707 Case of Regular Expressions in SQL History search

The Regular Expression search in SQL History is not case-insensitive, and in fact it compares against the UPPER() of the SQL History strings.

This means a RE search on lowercase text (e.g. ".*from.*") will never match anything in the SQL History.

If case-insensitive searches are desired by default, please use the built in case-insensitive RE options (Java has those, right?) rather than munging the data.
