1250855: (Oracle DATE does not display correctly) Added
a new configuration item to Global Preferences -> Date
Type Controls -> Date Section which allows the user to
"Interpret DATE columns as TIMESTAMP".

A get the 2.3.1 version and this doesn't work for me. I
can check or uncheck the preference and my the time is
not visible in date fields.

    What database are you using? This feature was intended to
    take advantage of the fact that Oracle stores a time
    component in it's DATE fields. If you are using a different
    database - one that is
    standards compliant - you may need to use a TIMESTAMP or
    DATETIME type field to see the date and
    time components - in which case this feature will have to
    effect.
