[Squeak-VMdev] security plugin issues

I finally got to implementing the RISC OS security plugin; I'm sure
you're all greatly relieved to hear that...

I'm puzzled to see that the Mac, Win & unix VMs all directly call
ioInitSecurity() from the core VM - not to mention surprised that they
_can_ call it like that. It's called by the module init code anyway so
it's quite redundant and unless it is a fluke of having the plugin
internal I can't see why the linker doesn't get upset.

On RISC OS at least it all works just fine as an external plugin so I'm
wondering at the reason for the direct call.
