On the mac for os 9 and previous the directory that contains the image becomes the default directory. So opening foo.log drops it into the image directory. This is different for plugins, those get loaded from the directory the VM is running from For os-x, it follow more of the unix flow as mentioned by Ian, with some issues for which I've seen a technote floating about, your note is a reminder to look at that further. However I think it stated I can't use the os-9 calls to change the working directory directly. I'll look further.
