#39 Differentiate between Release 10.1 and 10.2

The version detection needs to differentiate between Oracle Server and Client Release 10.1 and 10.2

Once this is in place, the DBMS_OUTPUT extended line size and unlimited support should only be enabled for V10.2 and later, but not for V10.1. It looks like that enabled DBMS_OUTPUT using a 10.1 client or server can lead to error messages preventing any further successful execution of queries: ORA-02005: implicit (-1) length not valid for this bind or define datatype
