Good suggestion. I think that I found an explanation to the problem...
The debian packages put library files under
|"/usr/lib/x86_64-linux-gnu|" path, which is not checked by the
configure script.

For example, here are lists of files in 'freetds-*' packages:

So, I guess that a solution would have to do with somehow making
sqlrelay's autoconf configuration/bootstrap files aware of the
'/usr/lib/x86_64-linux-gnu' path.||
