thanks for taking the time to answer. I really appreciate it!

I was gathering some debug files to show that it is a client side
problem, not an Oracle DB problem, when I noticed that even Oracle
SQL*Plus connections from the sqlrelay Linux host show the 10 second
delay.

Turns out, I had an outdated second nameserver entry in resolv.conf. Grmpf...

My 38 sqlrelay connections now start in like 5 seconds. :-)
