[Sqlrelay-discussion] Session count patch for listener

Hello David,

This is a small patch that fixes the session counter (the one that is in 
"scaler's view" section). Listener increments that counter just before 
passing a client session to a connection in the dynamic scaling mode. If 
it fails it should decrement the counter.
