I think this is usually caused by bad permissions on the tnsnames.ora file. The user that SQL Relay is running as probably doesn't have permissions to read it. One solution is to add read permissions for others to the file. Another is to put the user that SQL Relay is running as in the group that owns the tnsnames.ora file.
