Aside from the obvious solution (ie the target machine
really *is* actively refusing the connection) I tend
to get this when the local firewall is blocking the
Subversion port (whatever number it is, I can't remember)
and svn sees this as a refusal by the remote machine.

Sounds like a likely explanation, I just got a new router a long with my new
xDSL subscription. Thanks for the hint, I will have to fiddle with the router
configuration.
