[SQLObject] Subversion - repository error

When I try to check-out the latest version, I get the error message below.

svn co svn://colorstudy.com/trunk/SQLObject/
svn: Can't connect to host 'colorstudy.com': No connection could be made because
 the target machine actively refused it.

Am I doing somthing wrong ? or is it those permissions acting up again ?
