I use the 1.0-dev version every day on Windows and Linux :) The best way is to install Python, whack it in your system PATH so that you can access it from anywhere, install TortoiseSVN and grab the latest build from https://svn.sqlmap.org/sqlmap/trunk/sqlmap. If you don't want to do this then just install Python and use the 0.9 stable build. Python is cross platform. For the 0.8 exe, I assume the guys used something like py2exe.
