Under FreeBSD 6 (the professional ISP OS) the shell is nologin.

  sqlgrey:*:1002:1002:Postgrey Owner:/usr/local/share/sqlgrey:/sbin/nologin

Leave it to Linux to do things wrong.  (flame on!)
