Not with the current postfix policy service interface (we don't have
access to the subject).

The more we know about the message, the better we can match against a
previous attempt but the more data we must accept from the origin. In
the past I thought about using the HELO/EHLO string but server pools
won't like it if each server presents a different string :-(
