Testcase Oracle: The database is set to charset
WE8ISO8859P1 (select * from nls_database_parameters),
the XML interface of the usqlg returns results by
indicating encoding="UTF-8" in the html header, but the
strings seem not to be encoded in UTF-8. Thus for
example German "Umlaute" aren't displayed correctly.
