Perhaps you could do a 'pg_dumpall' on your database and then start up
with a clean database. The 'create table cargo' appears to be part of
the initialization - part of your system thinks it is starting from
scratch, but you already have the database table(s) created.
In any case, doing a 'pg_dumpall' and saving the resulting file off on
safe storage, is a good thing to do.
