SQL-Ledger Manual & VAT 2

Can anyone help me on this?
Firstly, is there is a manual.
Secondly, regardless of the answer to the first, I am in UK and VAT to=20
customers in AR should be 17.5%. How do I do this?
I haven't got very far with setup of accounts, but is there something I =

should know about treatment of VAT in SQL-Ledger...are there any UK=20
users?
