This only happens when the exchangerate for the payment is 1 but you entered an exchangerate <> 1 in the exchangerate field for the transaction. This will rarely ever happen and makes you think why the books don't balance. I have to admit that this is not the most elegant way, perhaps an error message drawing your attention to a possibly missing exchangerate factor in the payment might be a better way of doing this.
