Admin user passwd won't work?

Hey, after changing the Admin passwd once, then next time I go in and supply NO passwd... it lets me in! So my question is: what am I doing wrong? I am running a RH 7.1 and have successfully added two users to the system. Any help is welcomed and appreciated...
