The installation instructions are not 100% accurate.

This worked for me, as root:

chown nobody:nogroup templates users
chmod 777 templates users

I believe execute capability is necessary for directories, contrary 
to intuition.

Also, I altered the permissions of the contents of directory "users", 
but I do not know if that was necessary.
