error!

hi, 
 i am new in this stuff, i have mandrake 8.0 and
sql-ledger v. 1.6.0.

i tried to install several times, follow all the
instructions and now i am reciving this message:

"Error! PQconnectPoll() -- Connect() failed: conection
refused"

what i am doing wrong. i will apreciate any help.
