According to the FAQ (http://www.sql-ledger.org/misc/faq.html)
the answer is no.

I think most ISPs overlook postgres out of ignorance.  What you might
do is install and run it under your own userid and process space,
and then perhaps show your ISP how easy it is for them to do it.
