sql-ledger not working - was this morning

I can';t figure out what may have happened

sql-ledger was working fine for weeks, then this morning it stops working - it 
won't even display the login screen - it's like the server isn't processing the 
perl scripts - but I have another perl program that is still working

For a while we could get it to work by reloading the page and then using the back 
button, login, get an error, use the back button and we're in.  On and on like that 
for every page

I decided to play with the httpd.conf but now I can't even get that to work

I'm still playing with httpd.conf - but any ideas?
