help with localhost please.

Hi,
On the installation instruction for SETUP A USER I get ans error.
When I enter the URL
http://localhost/sql-ledger/admin.pl   I get the error
Netscape can not find localhost. Can some kind soul
tell me how to let Netcape know about localhost, also
could you point me to some documentation on this?
