Want to participate in code development

Could somebody tell me how I could go about working with the development
group?

I would like to work towards time trackinq by project, invoicing and payroll
based on that time, data normalization (eg could customer & vendor tables be
combined), and data integration with qroupware packages (eg share contacts
list)
